The line of thought from which contemporary Social Science has come forth was occupied with problems of public policy in a way which has since become very much less prominent in the work of social scientists. The classic figures of social thought —Aristotle, Plato, Adam Smith, Montesquieu, Jeremy Bentham, James and John Stuart Mill, Ricardo, Hobbes and Locke, Burke, Machiavelli and Hegel—were all involved in the consideration of the fundmental problems of policy from the point of view of the man (...) who had to exercise power and to make practical decisions. Even where they themselves lived in remoteness from practical affairs the clarification of the standards for the judgment and guidance of public policy was always close to the centre of their attention. The politician's problems, reduced to fundamentals, were their problems. The problem of maintaining order through the prince's exercise of power was the point of departure of classical political philosophy; it was extended by modern liberalism to the maintenance of liberty in a framework of order. Political philosophy was regarded by those who professed it, as a means of enlightening rulers—and citizens—as to the right ends and the approximate means. The great ancestor of modern empirical social research, Sir William Petty, who regarded his task as the quantitative matter-of-fact description of what existed, viewed his problem as set by the prince's need to safeguard and maximise his power. Early economic theory accepted the same task. Even after mercantalism gave way to liberalism, economic theory was still intended to be a guide to policy. (shrink)

The General Data Protection Regulation (GDPR) was introduced in 2018 to harmonize data privacy and security laws across the European Union (EU). It applies to any organization collecting personal data in the EU. To date, service-level consent has been used as a proportionate approach for clinical trials, which implement low-risk, routine, service-wide interventions for which individual consent is considered inappropriate. In the context of public health research, GDPR now requires that individuals have the option to choose whether their data may (...) be used for research, which presents a challenge when consent has been given by the clinical service and not by individual service users. We report here on development of a pragmatic opt-out solution to this consent paradox in the context of a partner notification intervention trial in sexual health clinics in the UK. Our approach supports the individual’s right to withhold their data from trial analysis while routinely offering the same care to all patients. (shrink)

Lindquist et al. provide a compelling summary of the brain bases of the onset of emotion. Their conclusions, however, are constrained by typical fMRI techniques that do not assess a key ingredient in emotional experience – timing. We discuss the importance of timing in theories of emotion as well as the implications of neural temporal dynamics for psychological constructionism.

This book provides an introduction to Plato’s work that gives a clear statement of what Plato has to say about the problems of thought and life. In particular, it tells the reader just what Plato says, and makes no attempt to force a system on the Platonic text or to trim Plato’s works to suit contemporary philosophical tastes. The author also gives an account that has historical fidelity - we cannot really understand the Republic or the Gorgias if we forget (...) that the Athens of the conversations is meant to be the Athens of Nicias or Cleon, not the very different Athens of Plato’s own manhood. To understand Plato’s thought we must see it in the right historical perspective. (shrink)

Abstract This chapter addresses the meta-ethical and psychological implications of Murdoch’s epistemic internalism—her claim that moral responsiveness is a condition of reliable and accurate moral evaluations. Part 1 examines Murdoch’s view that moral judgments feature a quasi-experiential phenomenology analogous to that of certain perceptual ones. Focussing on the phenomenology of our perception-based judgments of certain aspectual properties (e.g., pictorial and musical ones) it argues that such judgments support both Murdoch’s analogy and the internalism she takes it to imply. In Part (...) 2 this chapter considers Murdoch’s internalism as a psychological thesis, assessing it in view of several empirical studies of psychopathic subjects. It argues that the psychopath’s distinctive complex of cognitive and motivational deficits supports Murdoch’s conviction that moral judgment and moral motivation are interdependent. Just as Murdoch believed, many of our ordinary, non-pathological moral beliefs seem to be the natural progeny of our responsiveness to other persons, and so inherit the intrinsic power that others have to move us. There they would have stayed, but for the appearance in 1918 of the Illinois index uerborum compiled by Messrs Oidfather, Pease, and Canter, which is not merely what its title promises, but also aims at recording the conjectures of the present century, and has enabled me (...) to cancel three or four proposals which I found anticipated. Other people, from Dr U. von Wilamowitz-Moellendorff downward, so often print emendations of mine as their own, or indeed as anyone else's, that I am even more anxious than I otherwise should be to avoid printing as mine the emendations of other people. I have not read the Thebais more than three times, nor ever with intent care and interest; and although in putting these notes together I have consulted a large number of editions—Bernartius, Tiliobroga, Geuartius, Cruceus, Gronouius, Barthius, Veenhusen, Beraldus , ed. Bipontina, Lemaire , Queck, O. Mueller , Kohlmann, Wilkins, Garrod, Klotz, and the translations of Marolles, Nisard, and Mozley —it may well be that profitable matter has escaped me and that some of my comments have been made before.

Quantum frameworks for modeling competitive ecological systems and self-organizing structures have been investigated under multiple perspectives yielded by quantum mechanics. These comprise the description of the phase-space prey–predator competition dynamics in the framework of the Weyl–Wigner quantum mechanics. In this case, from the classical dynamics described by the Lotka–Volterra (LV) Hamiltonian, quantum states convoluted by statistical gaussian ensembles can be analytically evaluated. Quantum modifications on the patterns of equilibrium and stability of the prey–predator dynamics can then be identified. These include (...) quantum distortions over the equilibrium point drivers of the LV dynamics which are quantified through the Wigner current fluxes obtained from an onset Hamiltonian background. In addition, for gaussian ensembles highly localized around the equilibrium point, stability properties are shown to be affected by emergent topological quantum domains which, in some cases, could lead either to extinction and revival scenarios or to the perpetual coexistence of both prey and predator agents identified as quantum observables in microscopic systems. Conclusively, quantum and gaussian statistical driving parameters are shown to affect the stability criteria and the time evolution pattern for such microbiological-like communities. (shrink)

The 2002 Dutch Euthanasia law applies to patients aged 12 years and older. Developments in end-of-life care and decision-making in the last decade have sparked the debate about usefulness and necessity to extend euthanasia to include children under 12 years of age. This paper describes two opposite positions: the affirmative position of a pediatrician and expert in pediatric palliative care and the negative position of a jurist and specialist in health law.

The rational-agent frame of reference for the analysis of corporate strategic decision-making may be expanded to a moral-agent perspective where decision content is seen as comprising both commercial and ethical factors. Relevant factors may then be classified on the basis of the ethical decision principles to which they relate: rational-egoism, self-referential altruism or deontology. This approach is then applied to the problem of decision support for strategic divestment by MNCs.

1. Foreword. Man's every act is an act of faith; generally, an unconscious faith; seldom, an examined faith; never, a faith that by taking thought could have been replaced by assured certainties. All this appears whenever we stop to “rationalize” our conduct. Whatever that conduct may have been, it can be made to appear reasonable only if some propositions are taken to be true, others false. Or, perhaps the more experienced and less exacting mind would feel the reasonableness of its (...) actions to have been as well established as might be, if it could show the premises with which its acts were consistent to be more likely true than false; those with whose truth they were inconsistent, more likely false than true. Either way of putting it points to the one moral; namely, that, apart from incalculable chance, there is nothing but one's judgment in the matter of premises to determine all that one's life can come to know of fruition or frustration. Nothing, then, can be more important to any man than to do all he can to assure the soundness of his reasons for the faith that is in him; i.e. to test the weight of evidence supporting the working hypotheses on which he is willing to act. But to have considered the evidence for the hypotheses on which he has acted or is prepared to act, could be practically useful only to one who had in one way or another come by a sound idea of the evidence on which one should act, if one's actions are not to end in disappointment. The result at which a man's thought on this matter of evidence may have arrived, will constitute his theory of evidence; and the task of constructing the soundest possible theory of evidence is the undertaking of philosophy. Professor J. van Wageningen has sent me a review of my fourth volume of Manilius which he has published in Museum vol. 28 pp. 173–7. I never contradict the taradiddles usual in reviews, because, if the reader thinks it worth his while, he can find out for himself whether they are true or no, and if he chooses to believe them without enquiry, it serves him right. But when he is fed with false information about a MS which is out (...) of his reach, he can do nothing to help himself, and may fairly claim to be protected. (shrink)

Pain, suffering and positive emotions in patients in vegetative state/unresponsive wakefulness syndrome (VS/UWS) and minimally conscious states (MCS) pose clinical and ethical challenges. Clinically, we evaluate behavioural responses after painful stimulation and also emotionally-contingent behaviours (e.g., smiling). Using stimuli with emotional valence, neuroimaging and electrophysiology technologies can detect subclinical remnants of preserved capacities for pain which might influence decisions about treatment limitation. To date, no data exist as to how healthcare providers think about end-of-life options (e.g., withdrawal of artificial nutrition (...) and hydration) in the presence or absence of pain in non-communicative patients. Here, we aimed to better clarify this issue by re-analyzing previously published data on pain perception (Prog Brain Res 2009 177, 329–38) and end-of-life decisions (J Neurol 2010 258, 1058–65) in patients with disorders of consciousness. In a sample of 2259 European healthcare professionals we found that, for VS/UWS more respondents agreed with treatment withdrawal when they considered that VS/UWS patients did not feel pain (77%) as compared to those who thought VS/UWS did feel pain (59%). This interaction was influenced by religiosity and professional background. For MCS, end-of-life attitudes were not influenced by opinions on pain perception. Within a contemporary ethical context we discuss (1) the evolving scientific understandings of pain perception and their relationship to existing clinical and ethical guidelines; (2) the discrepancies of attitudes within (and between) healthcare providers and their consequences for treatment approaches, and (3) the implicit but complex relationship between pain perception and attitudes toward life-sustaining treatments. In the 1963 Philosophical Lecture, Henriette Hertz Trust, of the British Academy, Hare defends the distinction between descriptive and evaluative meaning. He attacks descriptivists on the grounds that they confuse a logical connection between the word "good" and other words with a logical connection between the word "good" and certain things. The paper presupposes an acquaintance with the debate over descriptivism, and it is never clear precisely what view Hare is attacking.—A. E. J.
